Cash for Clunkers?

Umm, not so much. A Chicago area dealer made 102 deals with the cash for clunkers program and has only been paid on one. See here. My question is, if these companies owed back taxes would the government be giving them the same timeframe to pay off their debts that the government is taking to pay off its debt? Something tells me no...
